Three tiers under the Cosmetics Act
The Cosmetics Act B.E. 2558 (2015) sorts cosmetic products into three tiers, and where a product lands determines whether it needs a straightforward notification or a fuller pre-market registration before it can be sold in Thailand.
Standard cosmetics
The large majority of cosmetic products, cleared through notification rather than registration. Notification carries a 100 THB application fee plus 900 THB per formula, per Thai FDA's published fee schedule (reduced to 500 THB per formula for community enterprises registered with the Ministry of Agriculture). The notification number itself typically issues within a day of a complete filing, but most filings then go through a post-audit review that industry sources report commonly adds two to four-plus weeks before the process is fully closed out.
Controlled cosmetics
Products containing ingredients subject to added restrictions, requiring closer review of formulation and supporting safety data before notification is accepted.
Specially controlled cosmetics
The highest-scrutiny tier, subject to formal pre-market registration rather than notification, with the strictest documentation and review requirements.
Why notification and labeling go together
A cosmetic product's tier under the Cosmetics Act determines the notification or registration pathway, but it does not stand alone. Thai-language labeling requirements apply regardless of tier, covering ingredient disclosure, usage instructions, and manufacturer or importer information, and a notification cannot move forward cleanly if the label does not already match what will actually ship. Brands that treat labeling as an afterthought, rather than resolving it alongside classification, are the ones who see notifications stall.
As with other TFDA-regulated categories, a foreign cosmetics brand cannot notify or register a product in Thailand directly. A Thai importer or local entity holding the relevant Cosmetics Act authority is required, and DeeMED liaises with the Thai FDA on behalf of that structure throughout the notification or registration process.
