Companies entering Thailand's functional food category frequently ask whether their manufacturing facility needs to meet some elevated, functional-food-specific GMP standard beyond ordinary food manufacturing practice, reasoning that a product carrying a health claim should logically face a stricter production standard than a plain commodity food. The honest answer is more precise than that intuition suggests, and getting it right changes how a company should actually spend its compliance budget.
The Facility-Level Standard Is Uniform
Thai FDA's food manufacturing GMP requirement runs through Ministry of Public Health Notification No. 420 B.E. 2563 (2020), commonly referred to as GMP 420, built on Codex Alimentarius principles of food hygiene and applied broadly across food products. This is the same standard that governs a plain commodity food manufacturer, a food supplement manufacturer, and a functional food manufacturer alike. There is no separate, elevated GMP 420-equivalent notification specific to functional food or nutraceutical products as a category; a facility producing a functional beverage carrying an approved health claim is evaluated against the identical GMP 420 (or, for a narrower set of fresh fruit and vegetable operations, GMP 386) framework as a facility producing an ordinary soft drink with no claim at all.
For imported product specifically, Thai FDA requires evidence that the foreign manufacturing facility operates a system equivalent to, or not inferior to, GMP 386 or GMP 420, and accepts a defined set of internationally recognized equivalents in place of a Thai-issued certificate: GMP under Thai law itself, Codex GMP, HACCP, and ISO 9000 or ISO 22000 certification. A foreign functional food manufacturer already certified to one of these recognized international standards is, at the facility level, most of the way to satisfying Thailand's requirement regardless of whether its product line happens to carry functional claims.
Where the Real Additional Burden Actually Sits
The genuine additional compliance layer for functional food does not sit at the facility-GMP level at all. It sits at the ingredient level, in requirements that stack on top of GMP 420 rather than replacing or elevating it. A functional food built around a probiotic ingredient has to separately satisfy Notification 339's viability threshold, 106 CFU per gram of food at end of shelf life, and, for any strain not already on the approved annex, a full FAO/WHO-based safety dossier covering strain identity, probiotic characteristics, and human and in vitro safety testing. A functional food built around a novel ingredient with less than 15 years of documented conventional food use in Thailand has to separately clear the novel food safety assessment process through one of Thailand's four recognized risk assessment centers. A functional food carrying a health claim beyond the pre-approved statement list has to separately clear CNACT's scientific substantiation review. None of these are GMP requirements; they are ingredient-safety and claim-substantiation requirements that exist entirely independent of which GMP standard the manufacturing facility itself operates under.
This distinction matters practically because it changes where a functional food company should focus its Thailand market-entry effort. A facility already holding Codex GMP, HACCP, or ISO 22000 certification for its general food operations does not need a separate, more expensive manufacturing certification specifically because its product line happens to carry a functional claim. What that same facility does need, and what a facility with only a GMP certificate cannot substitute for, is a genuine ingredient-level compliance file: a probiotic strain's viability and safety documentation, a novel ingredient's assessment center clearance, or a health claim's CNACT-reviewed evidentiary dossier, built around the specific formulation being sold in Thailand.
Why This Confusion Persists
The confusion is understandable because in many other jurisdictions, functional food and nutraceutical categories do carry a distinct, often heavier manufacturing standard, sometimes closer to pharmaceutical GMP than to ordinary food GMP, particularly for products manufactured in tablet or capsule form. Thailand does draw that same format-based distinction, but it draws it around the product's regulatory category, food versus food supplement, rather than around whether the product happens to carry a functional claim. A functional beverage in conventional food format stays on the GMP 420 food track regardless of its health claim. The same functional ingredient delivered in capsule or tablet form shifts into the food supplement category, which is held to the same underlying GMP 420 (or its accepted equivalents) framework as general food manufacturing, not a separate pharmaceutical-grade standard, a point that itself often surprises companies arriving from markets where a supplement facility faces materially different manufacturing rules than a food facility does.
The One Genuine Facility-Level Wrinkle: Probiotic and Fermentation Processing
There is one place where a functional food facility's actual production process, rather than its regulatory classification, can introduce real additional inspection scrutiny under the same GMP 420 framework rather than a separate standard. A facility manufacturing live-culture probiotic products or running fermentation-based processes has to demonstrate, within its existing GMP 420 documentation, that its process controls actually protect microorganism viability and prevent contamination by unwanted organisms through the full production run, points that a Thai FDA or equivalence-reviewing inspector will look at more closely on a probiotic or fermented line than on a dry-blend or thermally processed line. This is not a separate certification or an elevated standard; it is the same GMP 420 framework being applied with closer attention to the specific hazards a live-culture process introduces, the same way an inspector would scrutinize temperature control more closely on a refrigerated dairy line than on a shelf-stable snack line under the identical underlying GMP standard.
What This Means for Structuring a Thailand Compliance Program
A functional food company building its Thailand compliance program correctly should treat facility-level GMP as a largely solved problem once an existing Codex GMP, HACCP, or ISO 22000 certification is confirmed current and properly documented for submission, and should direct the bulk of its specialized compliance effort toward the ingredient-specific requirements: probiotic viability and strain safety data if the product uses live microorganisms, novel food assessment if any ingredient falls under the 15-year rule, and health claim substantiation if the label makes any functional statement beyond the pre-approved list. Companies that spend disproportionate effort seeking an elevated, functional-food-specific manufacturing certification that does not actually exist in Thailand's framework are misallocating compliance resources away from the ingredient and claim-level work that genuinely determines whether a functional food product clears the Thai market.
